Prelude: SARS Scare
A 65-year-old doctor who had treated atypical pneumonia patients in Guangdong attended a wedding in Hong Kong. This led to the spreading of a novel virus to 12 other persons including one Chinese Canadian woman who returned to Toronto on Feb 23, 2003. 1
This woman complained of a high fever, muscle aches and dry cough two days after she arrived in Toronto. On March 5, 2003, the 78-year-old woman died, and her son checked into a hospital two days later complaining of similar symptoms leading to his death on the 13th. On March 12th, the World Health Organization (W.H.O) issued a global alert concerning “cases of atypical pneumonia”2. Health Canada and other government agencies sprung into action attempting to identify the cause and the cluster of cases.
SARS-CoV-1 was contained affecting only 438 with 44 deaths due to the inability of the virus to effectively spread.3 China would deny all responsibility in the spread of SARS 2003 blaming Canada as the origin as it was the first publicised case. Dr. Jiang Yanyong attempted to notify authorities and he was effectively silenced by the communist party. Eventually, his information that the Communist Party of China (CCP) was underreporting cases was leaked to Western news organizations. Dr. Yanyong was subsequently arrested by CCP authorities during 2004 after he caused the resignation of the Mayor of Beijing.5

Lieutenant Colonel David Redman (retired Head of Emergency Management Alberta) helped develop the Alberta Pandemic Influenza Plan.6 7 8 9 The purpose of the plan was to isolate vulnerable communities and protect them while minimizing harm to the province. Elected politicians chosen for this “once in a lifetime” pandemic decided to ignore all Emergency Preparedness Plans and vested all power into their respective Chief Medical Health Officers. Instead, the medical system itself became the primary focus of protection. Protecting the medical system at the expense of education, mental health, physical health, societal health (and trust) and economic health of our provinces and country.
The four goals of Alberta Response plan are:10 11
1. Controlling the spread of influenza disease and reducing illness (morbidity) and death (mortality) by providing access to appropriate prevention measures, care, and treatment.
2. Mitigating societal disruption in Alberta through ensuring the continuity and recovery of critical services.
3. Minimizing adverse economic impact.
4. Supporting an efficient and effective use of resources during response and recovery.
